Community Support Services


Community Support Services (CSS), a leader in behavioral healthcare for adults living with severe and persistent mental illnesses is in search of a Chief Financial Officer to direct the financial operations for the agency and supports achievement of the agency's financial objectives.     


Essential Functions:


Directs financial accounting, reporting, and audit functions of the Agency including the annual budget, client billing and receivables management, financial correspondence and coordination of financial matters with other Federal, State, and local governmental agencies and other entities on financial matters and reporting as required.      


Oversees the Social Security Representative Payee program as it relates to the management of client funds and compliance with Social Security Administration regulations, as necessary.    


Manages assigned staff directly or through supervisory team. Monitors production and results, and ensures work complies with Agency policy, standards and performance expectations.      


Maintains authority to hire staff approved vacant positions. Determine performance standards and evaluate employee performance. Recommends pay promotions. Provides training and job coaching. Consults on difficult, serious or sensitive personnel issues with the President/CEO and Director of Administration for guidance. Maintains authority to administer verbal and written reprimands and recommends suspensions and discharges. Resolves complaints and work issues. Monitors and controls leaves and overtime in accordance with budgetary constraints.    


Develops, implements, and updates as necessary, agency and departmental policies and procedures.     


Sets objectives for assigned staff, and designs systems, programs and processes in alignment with, and in support of the accomplishment of the Agency's strategic goals.      


Serves as staff liaison to the Finance and Audit committees of the Board of Directors. Ensures time lines, accuracy and usefulness of financial and management reporting for and to the Board of Directors.   


Manages the preparation and review of financial provisions for contracts for services with the Summit County ADM Board, Ohio Department of Mental Health and Addiction Services, Ohio Rehabilitation Services Commission and other governmental agencies. 

 

Directs and secures billing and accounts receivable management operations for services conducted by the Agency in accordance with various funding source requirements.


Prepares various detailed budget requests and expenditure plans for the Agency in accordance with instructions received from County, State and Federal agencies.   


Prepares financial analyses, develops reports and educational material to instruct and inform clinical, support and administrative personnel on financial matters.  


Secures outside audit firm for the Agency, supervises outside financial audit and reviews engagement and results with the Audit Committee of the Board of Directors.     


Maintains Agency's banking relationship including the establishment of various accounts and investments and securing adequate line of credit to meet Agency's cash needs.     


Prepares and reviews Agency's long-term capital plan including the development of potential funding sources available to meet requirements.     


Maintains insurance coverage and policies ensuring sufficient limits are in place to cover the Agency's assets and personnel.     


Serves as resource to CEO for financial matters related to other business ventures of which Community Support Services is a Managing Member or partner.     


Maintains confidentiality of clinical and sensitive financial and administrative information.    


Works assigned schedule and manages schedule in a professional and responsible manner.     


Exhibits regular and predicable attendance and works outside of normal schedule as needed to meet workload demands.    


Qualifications:



An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: Master's Degree in Business with a concentration in Accounting, and over seven years experience in the financial management field that includes a minimum of five years in management.
